Maria Fernanda STAGNO D’ALCONTRES

Bachelor’s Degree with Honours  in Architecture at  La Sapienza University, Rome, as  furthered  her professional formation with emphasis on environmental and architectural preservation.

From 2002  onwards she has focused  her professional competence towards  the highest level of Public  Administration in top-level  roles  in  the field of environmental evaluation, with managerial tasks needing proven professionality. Highly specialized but with all-round competence. covering all different fields (project-drafting, environmental evaluation, completion of infrastructural interventions,environmental recovery, planning).

 

Member of the Infrastucture and Culture Commission of Ministry of Transport and Infrastructure, chaired  by Minister Lunardi,with Ministerial Decree of 3rd May 2002 has  tackled  the study  for facilitating the realization of infrastructural works, generating virtuous circles with  cultural and environmental assets.

Elected in 2008  as member of VIA-VAS Committee  at the Ministry of the Environment,in the Committee of Technical Advisory to the Minister, still  maintains the role of Coordinator of the VIA Speciale sub-committee  and Member of the Coordination Committee ,managing and supervising all exploratory activities in the strategic infrastructures  and strategic productive settlements sector of preeminent national interest to be realized  for the modernization and development of the country.

The activity undertaken in this delicate and complex sector has always been finalized towards the  simplification and  streamlining of the procedures and of the timing of evaluation.by means of the necessary consultation with the Ministries involved in the process of evaluation, with local Authorities and territorial bodies. Has  started technical consultation procedures involving all parties, promoting dialogue and cooperation between the concerned realities, within a framework of utmost transparency and efficiency of the administrative action. Has continuously followed the updating of the members of the  VIA Speciale Commission, organizing internal formation seminars with regards to the evolution of the environmental legislation and of relative specific  technologies.

Has chaired and coordinated the activities of the Technical and Scientific Committee for the definition of criteria and methods for the drafting of the Study for Environmental Impact and of the Environmental Report, with the aim of the updating of the technical reference rules  relating  to VIA, on the basis of international standards in respect of  the finalities,principles and provisions of the legislative decree of 3rd April 206, n. 152 and s.m.i.

Has managed, coordinated and organized resources and activities  with continuity since 23rd June 2003. These functions are explicitly equated to managerial functions both by the Ministerial Decree for the definition of relative compensation (DM MATTM153 of 2008 – art 2 co.4) and by the consideration of activities performed ( vv art 2 of DM MATTM 150 of 2008).  The requirements ex art 19,c.6,L:decree 165 of 2001  have been fulfilled.

Between 2009 and 2012, has been Chair of Natural State  Reserve of  Seafront of Rome, with the task of safeguarding the ecological network and the naturalness of the coast.

Elected to the Board of the Istituto Superiore di Ricerca Ambientale between  2010 and 2013.

Between 2012 and 2014 has been Extraordinary  Government Commissioner of the ‘Sistema Metropolitano Romano’ , with particular  attention to  interferences of great archeological value.

In regards to freelance profession has been involved  in several projects with the Provision of Public Works of Lazio, Abruzzo and Sardinia, the Sarappalti Group, with Banca Popolare  dell’Adriatico,and with Carisbo S.p:A.. Furthermore, in association with Axistudio, has carried out  several project interventions for Pirelli Real Estate Group, Impregilo, Rusconi Group,and the University of Venice. Has taken part in international competitions for the recovery and redevelopment of dismantled  industrial areas.
